History
Who We Are
The Provincial Association of Resort Communities of Saskatchewan (PARCS) began in 1983 as a small working group that recognized a growing need: cottage communities across Saskatchewan needed a collective voice. What started as a grassroots effort soon became a committee under SUMA, and in 1986, PARCS gained its official status and the name we proudly carry today.
Since then, PARCS has remained an independent advocacy organization—representing resort villages and organized hamlets with all levels of government, as well as with SUMA and SARM. Our mission has always been to ensure that the unique needs of Saskatchewan’s cottage and resort communities are understood, respected, and supported.
A Vital Voice For Cottage Country
Today, PARCS continues to champion the spirit of resort lifestyle. We advocate for the issues that matter most to our cottage communities in Saskatchewan.
✔Protecting natural environments
✔Strengthening local governance
✔Ensuring fair and effective policy decisions
We’re proud to have our member communities with us, and we look forward to working together to preserve the vitality of Saskatchewan’s cottage life.
Unity in Diversity
Saskatchewan is home to hundreds of resort communities, including 40 resort villages with a combined population of 4,118—an average of just 103 residents each.
From the bustling shores of Candle Lake, our largest resort village with 765 residents, to the quiet charm of Lumsden Beach, home to just 10, each community brings its own story and its own challenges.
Individually, a small community may struggle to be heard. Together, through PARCS, we amplify our collective voice and strengthen our impact.
More Than Seasonal Retreats
Resort communities are far more than summer destinations. They are living, year‑round communities with:
✔Shorelines to protect
✔Governance to uphold
✔Residents to serve
Yet these communities often face hurdles when seeking resources or influencing policy. That’s why PARCS is not just helpful—it’s essential.
Coming Together to Shape the Future
Our annual conference is a chance for councilors, administrators, board members, and volunteers to connect, learn, and help shape the future of Saskatchewan’s resort communities.
Whether you bring decades of stewardship or are new to PARCS, your voice matters. Together, we represent a living network of experiences, challenges, and shared commitment to sustainable growth and strong local governance.
The PARCS Bylaws outline the structure and responsibilities of the Board of Directors and the Coordinator; their duties are specified in the bylaws.
